WR Berkley’s trucking and public transportation specialist Carolina Casualty has appointed David Lockhart as president, replacing David Dunn.


Lockhart was previously president of Berkley’s transportation-focused excess liability platform Gemini Transportation Underwriters, and he has in turn been replaced in that role by Jason Lewis. His appointment will bring to an end Dunn’s time in the position. Dunn joined Carolina Casualty as president and CEO in 2016, having previously been president of specialty insurer RLI’s transportation division.

Dunn will remain with Carolina Casualty during Lockhart’s transition into the leadership role.

In his new position, Lockhart will oversee all of the company’s operating units that specialise in primary insurance for the commercial transportation industry. That includes Berkley Prime, the platform created last year that is focused on providing transportation insurance products countrywide for standard and preferred risks.

Lockhart’s appointment to Carolina Casualty president comes six years after he first joined the Berkley group of companies from Travelers. He moved to Gemini as senior vice president, and was then promoted to senior vice president in 2017. Lockhart was appointed president of that platform in 2018.

The bulk of his more than 30-year insurance industry career has been with Liberty Mutual who he joined in 1986 and then left for Travelers in 2013, according to his LinkedIn profile.

He will be replaced as president of Gemini by Lewis who first joined the platform in 2009 and was most recently senior vice president and chief underwriting officer.

The executive said that, under Lockhart’s leadership, Gemini has become one of the leading excess vehicle insurers in the US.
